The speech of Milinda Moragoda, on the State of the Public Service carried in The Island of 3 July could not have come at a more appropriate time. It is certainly much more than a whiff of fresh air that could dispel the gloom and despondency that has descended on the Public Service over the past several years…as the Minister points out “SLAS became, the servant of politicians rather than of the people. It became a service that slowly over the years lost its professional edge”...
