The gap between words and deeds cause for unease
But federalism is not the only breakthrough in the year-long peace process

The agreement on a federal solution between the Sri Lankan government and LTTE at the last round of peace talks in Oslo was the most recent in a series of breakthroughs in the peace process. To say this was unexpected is an understatement. Not a single political analyst made a prediction of such a breakthrough.
